The limit that decides your campaign is not the price
Pricing pages in the iMessage category all compare the same number, the monthly cost of a line. Two other published numbers decide whether the campaign you bought the line for can run at all.
The first is how many new conversations a line may start in a day. The second is what the provider's acceptable use policy says about the kind of list you were planning to message.
Both are public. Neither sits beside the price, so a buyer weighing $89 against $249 usually meets them for the first time after the campaign is built.
- A new conversation is the first message to someone the line has never messaged. Replies and follow-ups inside a thread that is already open are counted separately, or not counted at all.
- That distinction is the one that matters, because a cold campaign is nothing but new conversations and a nurture campaign is nothing but replies.
- Two providers can publish the same monthly price and differ by a factor of three on how many people you may reach in a day.
- The acceptable use policy is a contract term, not a setting. No plan upgrade changes it and no support ticket unlocks it.
New conversations a day is the number to compare
Blooio puts the figure on its own pricing table and moves it by tier, from 5 new conversations a day on the $39 plan to 15 on the $89 plan (blooio.com/pricing, seen 23 August 2026).
Its $109 Inbound plan cannot start conversations at all. The table describes those numbers as reply-only, and states that inbound numbers cannot start new conversations.
Sendara publishes 50 new outbound conversations a day per line and describes back-and-forth messaging as unrestricted once a conversation has started (sendara.io, seen 23 August 2026).

The acceptable use policy outranks the plan you bought
Blooio's acceptable use policy, last updated 30 July 2026, names what the platform is not for: cold outreach, mass prospecting, scraped lists and purchased lists (blooio.com/acceptable-use, seen 23 August 2026).
The clause ends with three words that undo the whole pricing table. Those uses are not permitted, in the policy's own phrasing, regardless of plan.
So the $289 dedicated tier with unlimited new conversations still forbids the campaign. The daily figure describes what the platform will let through, and the policy describes what you agreed not to send.

- Its FAQ scopes the product to newly opted-in leads and existing active customers, in those words.

At some providers outbound itself is the paid tier
Sendblue splits its plans by direction rather than volume. The free sandbox lists no outbound messaging and calls itself inbound-first, meaning contacts text you first (sendblue.com/pricing, seen 23 August 2026).
The $100 AI Agent tier is also inbound-first, with a dedicated number and 1,000 inbound contacts a day. Full outbound messaging appears one tier up, in Enterprise, priced as Custom with a contact-sales button.
A team that reads the $100 line as the price of an outbound line has misread the page. The published number covers receiving; the price of sending is a conversation, not a figure.
How to check a provider in ten minutes
Every claim above came from a vendor's own public page, found by reading four URLs. Run the same pass on any provider before the card comes out, and write down what you find with the date you found it.
The order matters. Start with the document that can veto everything else, then work back toward the price.
- Open the acceptable use policy first, usually at /acceptable-use or inside the terms of service. Search it for cold, prospect, purchased and scraped.
- Find the new-conversations-per-day number. If it is not on the pricing table, it is in the FAQ, a limitations page, or nowhere, and nowhere is an answer too.
- Check whether outbound is included in the tier you are pricing or sold separately.
- Ask what happens on the day you exceed the daily figure: a queue until tomorrow, a hard stop, or a suspension.
- Ask whether a reply counts against the same daily allowance as a first message.
- Get every answer in writing before you pay, because a sales call is not a policy and the policy is what gets enforced.

The pacing figure is a deliverability control rather than a billing one. Apple decides how fast a new sender may reach strangers, and every provider in this category is working inside the same ceiling.
What differs across the category is not the ceiling. It is whether the provider also writes a policy that narrows your use of the line below what the channel technically allows.
What none of this changes about consent
Consent law does not move because a provider's policy is permissive. TCPA obligations, state statutes, opt-out handling and record-keeping apply to a blue bubble exactly as they apply to a green one.
An iMessage line needs no A2P registration, so no brand record or campaign review sits between you and the send. That removes a carrier gate, and it removes nothing from the law.
The provider's policy and the law are two separate tests, and a campaign has to pass both. Clearing one has never been evidence about the other.
