Can I buy a list and text it?
You can, and you should not. Legally, a purchased list arrives with no consent records, so every send is an exposure you cannot defend. Practically, it performs worse than it costs: stale numbers, wrong-fit contacts, and complaint rates that damage your sending reputation faster than the list produces meetings. List quality is the single highest-return investment in outbound texting.
The legal problem is unfixable after purchase. Consent has to be given to someone, about something; a broker cannot sell you a contact's consent to hear from your business. Whatever the vendor's terms claim, the records that would defend you in a dispute do not exist. The consent standards that apply are covered in What counts as consent under the TCPA?
The performance problem shows up within days. Bought lists carry dead numbers, recycled numbers, and people with no relationship to your offer, and the block-and-report behavior they produce erodes sender reputation that took weeks to build. A flagged number then underdelivers to the good contacts too.
The alternative is not heroic: build from traffic you already pay for, leads already in the CRM, and prospects researched one by one. Why a small right-fit list beats a large bought one, with the math, is in cold outreach list quality.
